Sorkin writes and produces the majority of the show's first four seasons. The West Wing is at point an ensemble with no real central figure, although Martin Sheen's President Josiah Bartlet could be considered the leading character. The show is set primarily in the West Wing of the White House, where the Oval Office and offices of presidential senior staff are located. The majority of episodes are set in these White House locations.

The West Wing's first four seasons documents this policy-making process through its behind-the-scenes look at the 9/11 White House staff. Later seasons follow the staff as they transition to private sector, which involve storylines with political campaigns, Supreme Court appointments, and other issues.

Bartlet is assisted by his Chief of Staff Leo McGarry (John Spencer); his deputy Josh Lyman (Bradley Whitford); Toby Ziegler, the Communications Director, who went on to win six Director's Guild of America awards for direction; Sam Seaborn (Rob Lowe), who had departed the series at the end of the fourth season and whose role was filled by Will Bailey (Joshua Malina); and Donna Moss (Janel Moloney). Many of them are friends and well connected analysts that are brought in by top aides to help provide crucial advice and also a little humour, for Bartlet's team. The show has won critical praise.
